Why on earth would this game be released on the Neo Geo, and then the Dreamcast, both in 2012 of all things?!
Humor. Publicity. There was another game released for the Dreamcast in the last couple of years, but I can't recall its name.
The home brew scene is pretty big for the dreamcast
If you restrict yourself to a platform, you get to design with its restrictions in mind. Porting it to other systems then progressively upgrades your computing capacity, but your game design decisions stay the same. It'd probably be as close to an old-school design experience as you're likely to get these days.
I am glad that it got released on the Wii U and 3DS. This song is pretty good. I really like side scrolling shooters. Maybe i will purchase this game for the 3DS.

This great 2D side scrolling shooter was made in 2012 for the... Neo Geo. Then it was ported and released for the... Dreamcast. Yeah, in 2012. Pretty crazy! It later got released for the Wii U and 3DS so more people could actually play the game. It's extremely reminiscent to Factor 5's Turrican series, with a very solid soundtrack. I'll have to play this game someday, that's for sure.
I heard Volkor(Valkor? Volkar?) the Viking's developers were teasing about a Dreamcast port for their game. Nice music, as always!
