Sounds a lot like the music in Outrun, which is no surprise here since Rad Racer is pretty much Outrun for the NES.

This game only released in North America, it was a worthy sequel though they didn't really change a lot of things from the first game. The team in charge of Rad Racer went on to create the Final Fantasy series. Gotta love some NES Uematsu music.
