That's right. This track is the work of the duo "Haruo Ohashi" and "Hiroyuki Iwatsuki". Both composers worked on this game, Ninja Warriors Again, GS Mikami Joreishi Ha Nice Body, Power Rangers the Movie, and Gekisou Sentai Carranger.

The whistling sound in this just reminds me of Wild Arms (Wild Arms 3 to be specific).
Natsume made some pretty fun games... Harvest Moon, Wild Guns, Flying Dragon... Okay, that last one wasn't that great, BUT STILL!

@SmashLuigiFan1 In the latter levels. But the game is so fun you don't mind it.
@SmashLuigiFan1 Not really hard, but the final area and boss are hardcore. Infinite continues help though! I would suggest you play it, if you can find it cheap. (man 90$ on Ebay? wow... got my cart for 28$)

@netcorrector They do, actually! ...Well, to be fair, they're not quite as common, but you actually get some big budget ones these days - the two Resident Evil games exclusive to Wii, for instance, are light gun shooters like this.

A great arcade-style shooter mixing western and mech elements. I had a lot of fun with this one as a kid and it might be one of the reasons why I've always liked western music in video games.
