Sounds like the kind of music that would play in the ruins of a post-apocalyptic robot metropolis to me. ...except more relaxing.

In the description he said 1999... so unless I'm just incredibly dumb and missed something, I'm fairly certain it's PS1 XD

alternine Kinda late to the convo, but I'd say PS2 era, since the Dreamcast was the first console of the 6th generation to be released.
I remember seeing the cover for this game in stores, I almost bought it but got other games instead. You can immediately notice it's an Atlus game from the artwork by Kazuma Kaneko, it seems straight out of Shin Megami Tensei. This game has one my least favorite Meguro soundtracks, but it has a couple standouts like this relaxing theme... not composed by Meguro. The game itself seems fun I have to say, a first person sword fighting game with lock-on targetting.
