Very cool song. The guy going "pa papa, angel" isn't quite doing it for no reason, though. I believe the song name translates to "The Angel Who Can't Fly."
It's a mystery he will never share but he works in the video game industry so I expect he has a huge access to video game related items.
... Go to google. Google game (pop'n music 7 soundtrack), try "soundtrack list". Search for each of them, add "mp3" or "download" to your search. *facepalm* Then listen to all of them until you find the one you want. Magic of internet.

I got Pop'n Music 20 working on my PC a couple of weeks ago after 6 months of not having the right graphics card/PSU. It's amazing :D (with the right controller of course)

I LOVE THIS SONG
I usually prefer the upbeat instrumentals from this game, but some vocal tracks like this one or Marigold from Pop'n Music 8 are actually enjoyable thanks to the singers' pleasant voice. Plus some guy sings "Pa papa, angel" for no reason, that's always a plus.
